Healthcare in Collier County

Programs here typically lower an eligible household's bills by $500–$35,000 a year.

NCH Healthcare System Financial Assistance + Uninsured Discount

County · Florida

NCH Healthcare System (Naples Comprehensive Health) is the dominant healthcare system in Collier County, operating two hospitals — Naples Community Hospital in downtown Naples and NCH North Naples Hospital — along with a network of physician practices and ancillary services. NCH is a private nonprofit (not a public hospital district) with §501(r) charity-care obligations under the Internal Revenue Code. NCH's financial assistance has two distinctive layers. First, a flat 60 percent discount is automatically available to uninsured patients on hospital-based services (regardless of FPL bracket) — pay the discounted amount within 60 days and the account is closed. This is NOT means-tested and is the simplest cost-relief pathway in the catalog. Second, for patients who qualify for further help, NCH has staff who assist with Medicaid applications, the Florida Marketplace, and the Collier County welfare program. NCH publicly commits to continuing care for patients even after government welfare funding is depleted: 'NCH takes care of everyone, regardless of ability to pay.' Call the NCH Billing Department at (239) 624-6400 or (800) 436-8454 (Monday–Friday 8:00 a.m.–4:30 p.m.) for billing and financial assistance.

Estimated bill savings: $500–$35,000 a year

In this county: NCH's 60% uninsured discount is NOT means-tested — any uninsured patient with hospital-based services qualifies, regardless of income. The discount is applied automatically at billing; you don't need to submit a Financial Assistance Application to get it, but you must pay the discounted amount within 60 days for it to fully apply. For patients who can't afford even the 60%-discounted amount, deeper charity care is available based on Federal Poverty Guidelines — NCH staff help applicants qualify for Medicaid, Marketplace, or the Collier County welfare program in addition to NCH's own assistance. NCH publicly states they continue seeing patients even after government welfare funds are depleted. The modeled $62,400 income cap is approximately 400% FPL for a single-person household (the deeper charity-care upper bound); the 60% uninsured discount has NO income cap.

Nutrition in Collier County

Programs here typically provide services worth $1,800–$12,000 a year to an eligible household.

Collier County Services for Seniors — Nutrition Program

County · Florida

Collier County's Community & Human Services Division runs the Senior Citizens Nutrition & Activity Program directly through its Services for Seniors Program — an unusual structure within PSA 8, where most counties delegate OAA Title III delivery to a nonprofit lead agency (Senior Friendship Centers contracts with AAASWFL for Sarasota, DeSoto, Charlotte, and Lee). In Collier, the COUNTY GOVERNMENT itself operates the senior centers, congregate dining, and home-delivered meals (Meals on Wheels), coordinating with the Area Agency on Aging for Southwest Florida (AAASWFL) for funding and policy oversight. The program serves seniors age 60 and over with the greatest economic need, providing nutritious meals each weekday plus nutrition education. Home-delivered meals are available for seniors who are homebound or who cannot attend the congregate centers due to serious illness. Eligibility is age 60+ and Collier County residency. Apply by calling the AAA Southwest Florida Helpline at (866) 413-5337 (the integrated PSA 8 intake) or by contacting Collier County Services for Seniors directly.

Estimated service value: $1,800–$12,000 a year

In this county: Congregate meals require only age 60+ and Collier residency — call the AAA Southwest Florida Helpline at (866) 413-5337 to be referred. Home-delivered meals additionally require documented homebound status or serious illness — a case manager makes that determination, and the program prioritizes seniors with 'the greatest economic need.' Although there is no rigid income test for OAA services, Collier's program explicitly screens for economic need in prioritizing home-delivered enrollment. Participants are offered the option to contribute voluntarily based on means; no one is denied for inability to pay. Collier County Services for Seniors is also the entry point for the Home and Community-Based Waiver, the Community Care for the Elderly (CCE), and the Emergency Home Energy Assistance Program for the Elderly (EHEAP).

Transportation in Collier County

Programs here typically provide services worth $100–$7,500 a year to an eligible household.

Collier Area Transit (CAT) Senior Reduced Fare

County · Florida

Collier Area Transit (CAT) is Collier County's public fixed-route bus system, serving Naples, Marco Island, Immokalee, Golden Gate, and surrounding communities. Riders age 65 and older qualify for a reduced fare of $1.00 per one-way trip (half the standard adult fare). To use the reduced rate, present proof of age at boarding (Medicare card, Florida driver's license, Florida ID, or U.S. passport). For frequent riders using the rideCAT app or website passes, set up your account first, then visit a CAT transfer station to show identification — once verified, the senior discount is loaded onto your account for one year. Customer service is available at (239) 252-7777, Monday through Saturday 6:00 a.m. – 6:00 p.m. and Sunday 7:00 a.m. – 5:00 p.m.

CATConnect Paratransit (Collier County)

County · Florida

CATConnect is Collier Area Transit's ADA-mandated shared-ride paratransit service for Collier County residents whose disability prevents independent use of CAT fixed-route buses. The service is offered in accordance with the ADA Act of 1990: trips are provided when both origin and destination are within 3/4 mile of a fixed-route corridor. CATConnect offers three eligibility levels — unconditional approval, conditional approval (eligible for certain trip types or conditions), and visitor presumptive eligibility. Apply through the CAT Mobility Manager Office at (239) 252-7272 (Monday-Friday 8:00 a.m. – 5:00 p.m.); written applications require information provided by a licensed medical professional. Applications may also be obtained at the CAT office at 8300 Radio Road, Naples, FL 34104. Once approved, you receive a CATConnect identification card — this card can be shown to OTHER transit agencies to identify you as ADA eligible, providing reciprocal visitor access at peer paratransit systems across Florida and beyond.

Estimated service value: $1,500–$7,500 a year

In this county: CATConnect eligibility is decided by application + medical certification — disability alone does not guarantee eligibility. This check can tell you that you appear functionally eligible to apply. Service is only available when both origin AND destination are within 3/4 mile of a CAT fixed-route corridor — addresses outside this corridor (much of inland Collier east of Collier Boulevard) are not eligible regardless of disability status. Conditional eligibility may be granted for specific trip types. Once approved, the CATConnect ID card serves as reciprocal ADA verification when visiting other transit agencies — useful for snowbirds and traveling seniors.

Utility Assistance in Collier County

Programs here typically lower an eligible household's bills by $300–$1,500 a year.

Collier County Senior Home Energy Assistance (EHEAP + LIHEAP)

County · Florida

Emergency help with a past-due electric bill or shut-off notice for Collier County households with at least one member age 60 or older. Collier County's Community & Human Services Division no longer runs the Emergency Home Energy Assistance for the Elderly Program (EHEAP) itself; the county's Social Services page says EHEAP "is no longer managed by Collier County" and directs utility-assistance callers to the Low-Income Home Energy Assistance Program (LIHEAP) run by The Agricultural and Labor Program, Inc. (ALPI). ALPI serves Collier County and takes LIHEAP applications online through the FloridaCommerce portal (FloridaLIHEAP.com) or by appointment at 863-956-3491. For the senior-specific EHEAP pathway, the county's Services for Seniors page points residents to the Area Agency on Aging for Southwest Florida Help Line at (866) 413-5337. EHEAP requires a documented heating or cooling emergency, such as a delinquent bill or shut-off notice, a household member age 60 or older, and household income at or below 150 percent of the federal poverty guidelines.

Estimated bill savings: $300–$1,500 a year

In this county: Collier County itself no longer administers EHEAP. Utility-assistance calls to the county are referred to ALPI's LIHEAP line (863-956-3491), which is open to all ages and uses the LIHEAP income gate of 60 percent of the State Median Income. The senior-only EHEAP pathway (age 60+, income at or below 150 percent of the federal poverty guidelines, documented shut-off or delinquency) is reached through the Area Agency on Aging for Southwest Florida Help Line at (866) 413-5337. Payment caps published on the old county EHEAP page are no longer verifiable and are not claimed here; both programs are crisis-triggered and end when funding is exhausted.
