Oregon Cascades West Council of Governments is the Area Agency on Aging for Linn, Benton, and Lincoln Counties. Its Senior & Disability Services help older adults, people with disabilities, and caregivers with Medicaid long-term care, the Oregon Health Plan, SNAP, Meals on Wheels, family caregiver support, options counseling, and Adult Protective Services. Community Services Consortium (CSC) runs utility assistance for Linn, Benton, and Lincoln Counties. It helps with power and gas bills and other heating and cooling costs; a shutoff notice is not required. In past seasons, households with seniors (60+) or people receiving disability payments were served first, in November. Applications are released in short windows, usually about one week at a time; CSC said the July 2026 window would be the last one in 2026, so check the page or call for the next opening. Samaritan Health Services, which runs Samaritan Albany General Hospital in Albany, gives financial assistance to insured and uninsured patients with financial need. Help can be full or partial and is based on the Federal Poverty Guidelines. In 2026, care is free for household income up to 250% of poverty ($39,900 a year for one person), with a 75% discount up to 300% and a 60% discount up to 400%. Albany's Call-A-Ride gives rides within Albany city limits to residents 60 and older and to people of any age with disabilities who cannot use the fixed-route bus. It runs Monday–Friday 6:30 a.m. to 6:30 p.m. and Saturday 8 a.m. to 6 p.m. Call 541-981-5772 (dispatch Monday–Friday, 9 a.m. to 4 p.m.) up to 14 days before your appointment.
