Energy Assistance in Seminole County
Programs here typically lower an eligible household's bills by $350–$1,000 a year.
Energy Assistance (LIHEAP) — Seminole County
County · FloridaThe Low-Income Home Energy Assistance Program (LIHEAP) helps income-eligible Seminole County households pay home electric bills, with crisis help when a shutoff is imminent. In Seminole County it is administered by the City of Sanford's LIHEAP Division; you do not have to live in the city. Eligibility is based on household size and income, which must not exceed 150% of the federal poverty guidelines, and since November 2023 a household can be helped once in any 12-month period. Federal LIHEAP rules give priority to households with a member age 60 or older, a person with a disability, or a young child. Payments go straight to the utility. Applications are taken online through the city's LIHEAP page when funds are available; the city closes intake when a quarter's funds run out and reopens it in the next funding period. Call the Sanford LIHEAP office at 407-688-5167 (Liheap@sanfordfl.gov). FloridaCommerce's provider directory lists the state itself for Seminole County application information at 850-717-8450.
Estimated bill savings: $350–$1,000 a year
In this county: Income must be at or below 150% of the federal poverty guidelines and help is limited to once every 12 months, so this shows as a may-qualify result. The City of Sanford stops taking applications when a quarter's funds are exhausted (its page carried that notice in 2026) and reopens in the next funding period; FloridaCommerce's directory currently lists the state (850-717-8450) as the Seminole County contact for application information. Federal LIHEAP priority goes to households with a member 60+, a person with a disability, or a young child.
General Assistance in Seminole County
Programs here typically lower an eligible household's bills by $1,000–$5,000 a year.
Seminole County Prevention Assistance Program (Rent, Mortgage, Utilities)
County · FloridaSeminole County's Community Services Department coordinates the county's safety-net programs through its Community Development Division. The Prevention Assistance Program provides one-time financial help with past-due rent, mortgage, or utilities for qualified Seminole County residents (subject to funding availability). Assistance is capped at the lower of three months of past-due rent or $5,000 — generous by FL-cluster standards. Eligibility requires household gross income at or below 120 percent of the Area Median Income ($96,600 for one person, $110,400 for two, effective April 1, 2026), Seminole County residency, a documented financial hardship that began within the prior 90 days, and proof you can keep up with at least half of ongoing housing costs. Households may receive help once every two years, but elderly, fixed-income households may apply once every 12 months. Section 8, HUD, TBRA, and other subsidized-housing recipients are not eligible. Apply through the Seminole County Participant Portal by selecting Prevention Assistance, or use the self-service Application Center at 520 West Lake Mary Boulevard, Suite 100, Sanford. Questions: (407) 665-2300.
Estimated bill savings: $1,000–$5,000 a year
In this county: Seminole's Prevention Assistance Program is subject to funding availability — check current intake status before applying. Eligibility requires household gross income ≤120% AMI (the modeled $96,600 figure is the county's published 120% AMI limit for a 1-person household, effective 4/01/2026; the limit rises with household size — $110,400 for 2, $124,200 for 3), and the financial hardship must have begun within the last 90 days. The single-event assistance cap is the LOWER of 3 months of past-due rent or $5,000 — for tenants paying high rent in north Seminole, the $5,000 cap typically binds before the 3-month cap. Section 8, HUD, TBRA, and subsidized-housing recipients are not eligible. Apply through the Seminole County Participant Portal at seminolecountyfl.gov or call (407) 665-2300.
Healthcare in Seminole County
Programs here typically lower an eligible household's bills by $500–$35,000 a year.
AdventHealth Financial Assistance Policy (Seminole — Altamonte Springs hospitals)
County · FloridaAdventHealth is the dominant hospital system in Central Florida, with its flagship AdventHealth Orlando complex just south of Seminole County and AdventHealth Altamonte Springs as the primary Seminole-located hospital. Formerly known as Florida Hospital, AdventHealth is a faith-based private nonprofit health system (operated by Adventist Health System / Sunbelt) with §501(r) charity-care obligations. Its Financial Assistance Policy applies system-wide across all AdventHealth hospitals: patients with annual household income at or below 250 percent of the Federal Poverty Guideline receive a 100 percent reduction in financial responsibility for emergent or medically necessary care. Beyond charity care, AdventHealth provides Amounts Generally Billed (AGB) protection for uninsured patients — billing is capped at the average of all accounts paid in full over the past 12 months for Medicare, Medicare Advantage, and contracted commercial insurance. This means uninsured AdventHealth patients are never billed more than insured patients with similar coverage would pay. Apply by submitting the AdventHealth Financial Assistance Application with income documentation. Call 800-462-0490 for assistance; mail completed forms to AdventHealth, PO Box 935979, Atlanta, GA 31193-5979.
Estimated bill savings: $500–$35,000 a year
In this county: AdventHealth Financial Assistance is per-encounter and applies to emergent or medically necessary care only. Full 100% charity is available for patients at or below 250% of the Federal Poverty Guideline (the modeled $39,900 figure is 250% FPL for a single-person household 2026; scaled up by household size). Uninsured patients automatically receive Amounts Generally Billed (AGB) protection regardless of income — uninsured bills are capped at the equivalent of insurance-negotiated rates, which can mean a 60-80% reduction from list charges. Verification of income and supporting documentation is required for charity care; AGB protection applies automatically based on uninsured status. AdventHealth Altamonte Springs is the primary Seminole hospital; AdventHealth Orlando, AdventHealth Winter Park, and AdventHealth Apopka also serve Seminole residents.

Senior Resource Alliance Senior Meals + ADRC Services (Seminole)

For Seminole residents, SRA coordinates Older Americans Act Title III nutrition through contracted local meal providers: congregate dining at senior centers across Sanford, Altamonte Springs, Lake Mary, Casselberry, Longwood, and Oviedo, and home-delivered Meals on Wheels for seniors who cannot prepare meals or attend a congregate site. The SRA Elder Helpline at (407) 514-1800 is the integrated entry point for the full PSA 7 senior service portfolio — calling triggers a needs assessment that can route you to nutrition, case management, in-home care, Alzheimer's Disease Initiative services, EHEAP energy assistance, and SHINE Medicare counseling. Eligibility is age 60+ and Seminole residency for congregate meals; home-delivered additionally requires functional documentation of homebound status.

ACCESS LYNX ADA Paratransit (Seminole County)
County · FloridaACCESS LYNX is the ADA-mandated shared-ride paratransit service for residents of Orange, Osceola, and Seminole counties whose disability prevents independent use of LYNX fixed-route buses. For Seminole residents, the service area is bounded by the 3/4-mile ADA buffer around LYNX fixed routes — which means Sanford, Altamonte Springs, Lake Mary, and Casselberry are generally well-covered while parts of Oviedo and Winter Springs may fall outside the corridor. Effective January 1, 2022, LYNX began a new eligibility application process: a mail-in application, possible professional medical verification, and possible in-person functional assessment. The same application handles ADA paratransit AND Florida Transportation Disadvantaged (TD) eligibility (for low-income riders without ADA-qualifying disabilities). Apply by contacting the LYNX Eligibility Department at (407) 423-8747, Option 6, ideally at least one week before any medical appointment you plan to use ACCESS LYNX to reach.
Estimated service value: $1,500–$8,000 a year
In this county: ACCESS LYNX eligibility is decided through the mail-in application, possible medical verification, and possible in-person functional assessment. The engine can confirm you appear functionally eligible to apply, but the final determination is made by LYNX after the assessment. Service is limited to trips where both origin AND destination are within 3/4 mile of a LYNX fixed-route bus alignment — which means some Seminole addresses (especially in eastern Seminole) may fall outside the corridor. Apply at least a week before any medical appointment by calling (407) 423-8747 Option 6.
LYNX AdvantAge Senior Reduced Fare (Seminole County)

Riders age 65 and older qualify for the AdvantAge reduced-fare program: $1.00 per one-way trip versus the standard $2.00 adult fare, plus discounted multi-ride passes. The AdvantAge ID is a free photo card that confirms eligibility — to enroll, bring proof of age (Medicare card, birth certificate, or government-issued photo ID) to the LYNX Customer Service Center at 455 N. Garland Avenue, Orlando, FL 32801 (Monday-Friday 8:30 a.m. – 4:30 p.m.). The card is processed within 5-7 business days.
