Halifax Health Patient Assistance (Halifax Hospital Medical Center District)
County · FloridaHalifax Health is run by the Halifax Hospital Medical Center District — one of the few remaining true public hospital districts in Florida (along with Sarasota Memorial). The District is funded by a dedicated property tax levied on residents within the Halifax Hospital Medical Center Taxing District boundaries, which include Ormond Beach, Holly Hill, Daytona Beach, South Daytona, Port Orange, Ponce Inlet, and Harbor Oaks. Importantly, the Taxing District does NOT cover all of Volusia County — western Volusia (DeLand, Deltona, Orange City, Lake Helen) and southern coastal Volusia south of Ponce Inlet are outside the District and Halifax Health Patient Assistance is not available to those residents (they should seek care at AdventHealth Daytona Beach, AdventHealth Fish Memorial in Orange City, or AdventHealth DeLand). For District residents, Halifax Health Patient Assistance (HHPA) provides discounts on medically necessary care based on gross monthly income for the past 3 months measured against Federal Poverty Guidelines. Applicants must have resided in the District for at least 90 days prior to applying and must provide three months of consecutive mail to verify residency. Patients must also first apply for any other coverage they may be eligible for (DCF, Social Security, Medicare, Medicaid). Excluded services include ambulance transportation, cosmetic, bariatric, dental, pain management, specialist office visits, vision, home health, chiropractic, mental health, and hospice. Call (386) 425-1391 for questions about discounts, financial assistance, or estimates.
Estimated bill savings: $500–$30,000 a year
In this county: Halifax Health Patient Assistance is GEOGRAPHICALLY LIMITED to residents of the Halifax Hospital Medical Center Taxing District — Ormond Beach, Holly Hill, Daytona Beach, South Daytona, Port Orange, Ponce Inlet, and Harbor Oaks. If you live in western Volusia (DeLand, Deltona, Orange City, Lake Helen) or south of Ponce Inlet, this program does NOT apply to you — seek care at AdventHealth facilities (which have their own §501(r) financial assistance policies). For District residents: you must have resided 90 days prior to applying, provide three months of consecutive mail proving residency, and apply for any other coverage you might qualify for (DCF, Social Security, Medicare, Medicaid) before HHPA is approved. Excluded services include ambulance, cosmetic, bariatric, dental, pain management, specialist office visits, vision, home health, chiropractic, mental health, and hospice — even for qualifying patients.

ElderSource Senior Meals + ADRC Services (Volusia)
County · FloridaElderSource is the nonprofit Area Agency on Aging and Aging and Disability Resource Center designated by the Florida Department of Elder Affairs for Planning and Service Area 4 — covering seven Northeast Florida counties (Baker, Clay, Duval, Flagler, Nassau, St. Johns, Volusia). For Volusia residents, ElderSource coordinates Older Americans Act Title III nutrition through contracted local meal providers: congregate dining at senior centers across the county (Daytona Beach, Port Orange, DeLand, Deltona, New Smyrna Beach, Edgewater) and home-delivered Meals on Wheels for seniors who cannot prepare meals or attend a congregate site. The same intake also screens for the full ElderSource portfolio: case management, in-home personal care, caregiver respite, Alzheimer's Disease Initiative services, transportation, and Medicare/Medicaid counseling through SHINE volunteers. Eligibility for congregate meals is age 60+ and Volusia residency. Home-delivered meals additionally require functional documentation of homebound status. Apply through the ElderSource ADRC HelpLine at 888-242-4464 or the Florida Elder Helpline at 1-800-963-5337.
Estimated service value: $1,800–$12,000 a year
In this county: Congregate meals require only age 60+ and Volusia residency — call ElderSource at 888-242-4464 to be referred to a Volusia senior center. Home-delivered meals additionally require documented homebound status or functional inability to prepare meals — an ElderSource case manager makes that determination, and most service categories operate a waitlist. There is no income or asset test for OAA services, but participants are offered the option to contribute voluntarily based on means; no one is denied for inability to pay. ElderSource is the entry point for the full PSA 4 senior service portfolio — calling 888-242-4464 also screens for CCE, HCE, ADI, and SHINE Medicare counseling.

VOTRAN VoAccess Paratransit (formerly Votran Gold)
County · FloridaVoAccess (formerly Votran's Gold Service) is VOTRAN's ADA paratransit service for Volusia County residents whose physical or mental disability prevents them from independently using VOTRAN fixed-route buses. Service is available across Volusia County, with separate eligibility and service-area considerations for eastern and western Volusia corridors. The eligibility process: complete the VoAccess Application (filled out completely) and return by mail to VOTRAN at 950 Big Tree Road, South Daytona, FL 32119; processing takes up to 21 days. Visitors with ADA certification from another public transit agency may use a VoAccess Visitor Certification Form; contact VoAccess Customer Service at (386) 761-7700 for details. A $3.50 one-way fare applies for VoAccess trips. The same intake also handles Florida Transportation Disadvantaged (TD) program eligibility for low-income riders without ADA qualification.
Estimated service value: $1,500–$7,000 a year
In this county: VoAccess eligibility is decided by the completed application and supporting medical documentation — disability alone does not guarantee eligibility. This check can tell you that you appear functionally eligible to apply. Processing takes up to 21 days. If you have current ADA certification from another public transit agency (e.g., you're moving from Orange County's ACCESS LYNX or Broward's TOPS!), you can use VoAccess on presumptive eligibility for the first 21 days while your full eligibility decision is processed. Same application also screens for Florida Transportation Disadvantaged (TD) eligibility (income-based, no ADA-qualifying disability required). Call (386) 322-5100 (East Volusia) for reservations and questions.
VOTRAN Senior Reduced Fare
County · FloridaVOTRAN is Volusia County's public fixed-route bus system, serving the Daytona Beach metro corridor plus inland Volusia (DeLand, Deltona, Orange City). To use the reduced rate, show acceptable proof of age at the farebox: a government-issued ID, a Florida driver's license, a Medicare card (red, white, and blue), or a U.S. passport. For frequent riders, the VOTRAN Photo ID Card is available for a one-time $2.00 fee at the VOTRAN Administration Office at 950 Big Tree Road, South Daytona, Monday-Friday 8:00 a.m. – 4:45 p.m. The card is issued on the spot.
