LIHEAP (Low-Income Home Energy Assistance Program) helps pay home energy bills, and the Energy Crisis Intervention Program (ECIP) helps in an energy emergency. To apply, submit a pre-application online through the Common Web Portal on Access MS and mark "Community Services".
