Northeast Missouri Area Agency on Aging (NEMO AAA) is the Area Agency on Aging for Randolph County. It is the local starting point that connects older adults and caregivers to Region 5 Area Agency on Aging in Kirksville, serving 16 northeast Missouri counties. Programs include information and referral/assistance, in-home services, congregate and home-delivered nutrition, legal assistance, the long-term care ombudsman program, transportation (contracted with OATS Transit), caregiver resources and respite, advocacy, and an in-house wellness center. Randolph County has adopted Missouri's senior property tax credit (SB 190): homeowners 62 or older can freeze the real-estate tax bill on their primary home, so it stops rising in later years. Applications: April 1 - June 30 of each year (no applications accepted before April 1). The Randolph County Real Estate Tax Credit for Seniors was "enacted on May 6, 2025, by the Randolph County Commission under Commission Ordinance #05062025." The Collector's page states "No applications will be accepted before April 1" and "Open enrollment period is APRIL 1 - JUNE 30 of each year." A Homestead is the primary residence "and up to 5 (five) acres"; properties larger than 5 acres qualify but the credit is based on the residence and up to 5 acres. Mobile homes assessed as personal property are not eligible. Only one primary residence statewide may be claimed. All base year applications must be signed in the presence of the Collector or her staff, and a renewal application must be returned by June 30 each year. OATS Transit is a shared-ride, demand-response service covering 87 rural Missouri counties, including Randolph. Reservations are taken 7:00 am to 4:00 pm, and next-day rides must be booked by 1:00 pm. Randolph County routes: Moberly In-Town within the city limits, Monday to Friday; county service into Moberly on Wednesdays; and an InterCity run along Hwy 63 to Columbia on TUESDAYS only ($10.00 round trip, appointments 10am-2pm), picking up at Clark (New Hope Church, 5 miles east of 63) and Moberly (Jct 63 & 24 Break Time). Standard fares are $2.00 in-town and $3.00 for county service — but seniors aged 60 and over and riders with a disability travelling under the Area Agency on Aging contract have NO set fare and are simply asked to contribute a minimum amount. Drivers cannot take payment on the bus: add funds to your rider account beforehand by card, personal cheque, money order or cashier's cheque ($10 minimum when adding by phone). OATS is open to riders of any age — the county page says it is 'available to anyone regardless of age, income, disability, race, gender, religion, or national origin'. Fares are listed above, but riders age 60 and older — and riders with disabilities — who travel under the Area Agency on Aging contract do not pay a set fare.
