The two parts have different eligibility: the Grant Program is for eligible mobile homeowners only, while the Loan Program covers single-family homes, condominiums, mobile homes in a condominium-style mobile home park, townhomes, manufactured homes, duplexes, and triplexes. The program serves homeowners in unincorporated San Diego County and in six participating cities: Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach. Household income must be at or below 80% of San Diego County Area Median Income, and the homeowner must have lived in the home for at least 12 months prior to approval of the application. There is no age requirement. There is a waitlist — the county number adds your name to it.

Service is offered within three-quarters of a mile of an MTS bus route or trolley station, primarily covering central and southern San Diego County. The one-way fare is $10. Application has three parts: Part A (online or mailed application), Part B (completed by a medical professional within 90 days of your in-person assessment), and a required in-person functional assessment at MTS's Access Eligibility Office (100 16th Street, San Diego). MTS issues a decision within 21 days, with possible outcomes Unconditional (5 years), Conditional (5 years), Temporary, or Ineligible. North County San Diego residents are served by NCTD LIFT, not MTS Access.
