Eligible patients are never charged more than the amounts generally billed to insured patients. Ask any hospital's financial-counseling or billing office for its Financial Assistance Policy and application; the state's HCAI publishes every hospital's policy.

Income Support in Santa Clara County
General Assistance (Santa Clara County)
County · CaliforniaSanta Clara County General Assistance (GA) is a county-funded cash-aid and employment-services program for indigent adults without dependent children who have no other means of support and are ineligible for federal or state cash aid. For a low-income senior, GA is mainly a bridge while a Supplemental Security Income (SSI) or Cash Assistance Program for Immigrants (CAPI) claim is pending. To qualify, you must be a Santa Clara County resident with at least 15 days of continuous physical presence and the intent to remain indefinitely, a U.S. citizen or qualified non-citizen, and have no more than $500 in countable resources (the home you live in is not counted). Applicants with a verified medical disability are not expected to participate in the Vocational Services program. The County determines eligibility within 45 days of a complete application.
In this county: Santa Clara GA has conditions this check cannot confirm for you: you must be an indigent adult without dependent children, a Santa Clara County resident for at least 15 days, a U.S. citizen or qualified non-citizen, and you cannot have more than $500 in countable resources (your home is excluded). Confirm these and the current monthly grant amount — which the County publishes only in its GA brochures, not on its public web page — and apply by contacting the County Social Services Agency.
Transportation in Santa Clara County

VTA ACCESS Paratransit (Santa Clara County)
County · CaliforniaVTA ACCESS (formerly OUTREACH) is VTA's federally mandated ADA complementary paratransit service for Santa Clara County residents who cannot use fixed-route bus or light rail because of a physical, visual, or cognitive disability. Eligibility is functional, not based on age, income, or inability to drive — having a disability does not automatically qualify you. Certification involves submitting a one-page Data Card, a roughly 30-minute phone interview, and a possible physician follow-up, with an eligibility-determination letter mailed within 21 days. Determinations are Unconditional (use anytime), Conditional (use when bus/rail is not workable), or Temporary. Standard one-way trips are $4 and premium trips $16. Service matches VTA's fixed-route service area and hours.
Estimated service value: $1,500–$4,000 a year
In this county: ADA paratransit eligibility is functional, not based on age or income, and is determined through a Data Card plus a roughly 30-minute phone interview (and possible physician follow-up), with a decision mailed within 21 days — this check cannot perform that evaluation. Begin the certification process by calling VTA ACCESS Eligibility at 1-408-321-2381.

County · CaliforniaVTA's Senior Clipper card gives riders 65 and older automatic discounted fares on VTA bus and light-rail service throughout Santa Clara County. The card is free, does not expire, and there is no application fee. Utility Assistance in Santa Clara County
Rate Assistance Program (RAP) — City of Santa Clara / Silicon Valley Power
County · CaliforniaThe Rate Assistance Program (RAP) takes 25% to 40% off the electric part of the City of Santa Clara utility bill. It is only for homes served by Silicon Valley Power, the City of Santa Clara's own electric utility. You can qualify in one of two ways. Financial RAP is based on household income (up to $113,700 a year for one person), and it also gives a $10.00 discount on garbage charges and 25% off water and sewer bills. Medical RAP is for people who need an electric medical device, with a doctor's certification; it gives 25% off with no usage cap. Call Central Coast Energy Services at 1-888-399-2728 for Financial RAP, or City utility billing at 408-615-2300 for Medical RAP.
In this county: RAP is only for City of Santa Clara Municipal Utilities (Silicon Valley Power) customers. Homes elsewhere in Santa Clara County are served by other utilities and do not qualify. The Financial RAP income limit grows with household size ($129,950 for two people); this check uses the one-person limit. Medical RAP needs a doctor's certification of an electric medical device, so a disability alone does not guarantee it. If you meet both, you pick one. Not legal or financial advice.
